The Port Engineer reports to the In-Country Team Manager and is responsible for management, direction, and oversight of many functions, services, and personnel supporting the Philippines, including Ship Engineering Operations and Preventive / Corrective Maintenance; Shipboard Engineering Operations and Administrative Inspections / Assessments; Civilian Engineering Power Generation; Shipboard Maintenance Repair Activity Planning; Training; Transportation Logistics; Procurement; Supply Chain Management; Manufacturing; and Inventory Control.
Responsibilities
Major Job Activities:
- Ensure day to day operational execution of all functions utilizing Continuous Ships Maintenance Plan (CSMP) and a Planned Maintenance System (PMS).
- Monitor maintenance program production schedules, ensuring all missions are executed on time and at the highest quality level possible.
- Serve as a key customer contact for local activities, establish milestones, monitor adherence to plans and schedules, identify problems and obtain solutions.
- Perform reviews of ship engineering drawings, equipment operations / repair manuals, and engineering change order packages in support of engineering system and equipment package development / implementation / testing and acceptance criteria.
- Manage ship major repair and maintenance availabilities to include procurement planning and execution, project scheduling, quality, and supply chain logistics.
- Interpret specifications, ship schematics, sequencing repair, and coordinates the various phases of the technical projects to prevent delays and avoid rework.
- Provide leadership, consultation, and mentoring to all assigned personnel, creating development opportunities for junior leaders and fostering a culture of continuous teaming throughout the organization.
- Understanding of Earned Value Management (EVM) concepts and procedures.
- Provide reports on safety, quality, supply, and maintenance issues.
- Maintain multiple databases either directly or via support personnel.
- Performs other duties as assigned.
Material & Equipment Directly Used:
- Expert knowledge of maintenance prints so as to be able to establish workload priority.
- Proficient in all phases of paperwork pertaining to maintenance services, repairs, classification, etc.
- Logistics tracking software knowledge (including Maximo and/or Costpoint).
Working Environment & Physical Activities:
- Must be capable of working in both indoor and/or outdoor environmental conditions, including extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
- Work may be performed in port or on-board moored vessels. Infrequently, there may be a requirement to work on board a vessel as part of post-repair sea trials (i.e., underway).
- Includes some industrial production environment conditions as well.
- Use of personal protective equipment (PPE) required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
- Must comply with all Fire and Safety Regulations and post policies.
Qualifications
Education:
One-year related experience may be substituted for one year of education if degree is required.
- Bachelor’s degree in Project Management, Management, Business Administration, Supply Chain, or Logistics required.
Experience:
- At least ten (10) years of multi-functional experience in Project Management for Foreign Military Sales (FMS) and Follow-On Technical Support (FOTS) program, Operations Management in Commercial Construction Supply Chain Management, Resource Management for Procurement and Transportation Logistics.
- Functional, comprehensive working knowledge of the Federal Acquisition Regulation (FAR) and Military supply accountability.
- Familiarity with logistics tracking software, spreadsheets, and email.
- Troubleshooting, preventive maintenance, and repair experience of mechanical equipment aboard water-borne vessels, including engines, hydraulic systems, pumps, gears, vessel running gear, piping, valves, etc.
- Extensive experience in conducting general vessel inspections and drydock maintenance.
Other Requirements:
- Must be CAC eligible and/or able to obtain a Common Access Card (CAC).
- Must be a U.S. Citizen.
- Current U.S. Passport with a minimum of 1 year prior to expiration and 3 blank pages.
Skills & Technology Used:
- High-level organizational and planning skills, so that workflow is managed efficiently and accurately, with strong briefing skills, and the capability to plan without much detailed guidance.
- Interpersonal skills, including expert written and oral communications, attention to detail, and problem solving.
- Intermediate to advanced knowledge and fluency in the use of the Microsoft Office suite, including Word, Excel, Outlook, and other related applications.
Supervisory / Budget Responsibilities:
- Supervise the command’s 3M system self-assessment program.
- Supervise maintenance technicians and coordinate and delegate daily actions and work priorities.
- Position requires candidate to directly supervise, mentor, and train assigned Philippine apprentice and journeyman personnel. This includes assigning work, evaluating performance, identifying training needs and hearing/resolving issues and conflicts.
